It depends on the type of license that you have with Microsoft. In short, you can have one installation (one key) installed on one device at a time. The exception is in enterprise environments with KMS and MAK activations. If you have a MAK or KMS then you can activate it as many times as the license's activation times. But re-activating via MAK or KMS will use an additional activation time!
There is a possibility of transferring from one device to another. Here are some of the rules.
- If you are using a consumer license in most cases, you can only activate with one computer; however, you can transfer your license to another device.
- If you had upgraded from a retail copy of Windows 7, Windows 8 or 8.1, then it can be transferred one time. If you had it from an old desktop, you can transfer it to your new laptop.
- If you had upgraded with a manufacturer (OEM) version of Windows 7, Windows 8 or 8.1 license, then your Windows 11 license maintains the OEM rights. These type of licenses cannot be transferred.
- If you purchased a retail copy of Windows 11 then you can transfer it as many times as you want. However, only one device may be activated online at the same time. Microsoft will deactivate one of the devices.
- If you performed an Easy Upgrade to the Windows 11 Pro Pack from Windows 11 Home, you can transfer it using Digital Licensing. While the prop pack is an upgrade, it is a retail license attached to the Microsoft Account used to purchase it.
